The position is a statutory appointment by the Governor-in-Council, made upon the recommendation of the Special Minister of State. The appointment is expected to commence later this year for a period of up to 5 years.
The role of this Deputy Commissioner position is to assist the Commissioner in fulfilling IBAC’s legislated purpose and functions, particularly as they relate to IBAC’s public sector corrupt conduct jurisdiction. The Deputy Commissioner will be expected to:
- undertake specific delegated duties and functions under the Independent Broad-based Anti-corruption Commission Act 2011, especially as they relate to the exercise of IBAC’s significant statutory powers;
- contribute to operational, intelligence and research activity and products, as they relate to issues, themes and trends regarding corrupt conduct in the public sector and facilitating public sector education;
- advise on the assessment of complaints and notifications of alleged public sector corrupt conduct, and the reviews of internal investigations of such conduct by public sector agencies;
- engage with a range of external stakeholders in advocating IBAC’s work in relation to the public sector.
Candidates for the role of Deputy Commissioner should have a legal, public sector body, law enforcement, academic or community or non-government organisation background. They should demonstrate a substantial record in relevant or associated public policy, public sector management, statutory enforcement and/or regulatory compliance. They should also have extensive experience in setting, dealing with or responding to integrity issues and challenges in a public sector context, either in Victoria or a similar jurisdiction. Relevant higher tertiary qualifications in the law, public administration or other related field will be considered highly desirable.
