The Department of Education and Training (DET) supports Victorians to build prosperous, socially engaged, happy and healthy lives.  It does this by supporting lifelong learning and healthy development, strengthening families and helping to equip people with the skills and knowledge for the 21st century economy and society. The Early Childhood Education Group within the Department has lead responsibility for the Education State Early Childhood Reform Plan, ready for kinder, ready for school, ready for life and major early childhood reform commitments. The group provides oversight of the early childhood service system, regulates early childhood services and leads implementation of relevant legislative reforms, such as Child Information Sharing.

Child Information Sharing is a whole of Victorian Government reform. The Child Link Program is part of this reform and is considered a new State administrative function with clearly defined legislated requirements. DET will establish and maintain on behalf of the whole of government the Child Link Register and related Child Link system. This had led to a newly created opportunity for a Director, Service Design and Operations, Child Link. 

Reporting to the Executive Director, Victorian Child Information Sharing, you will be responsible for the design, development and implementation of Child Link as a new administrative function in Victorian Government as required by the Act.  More specifically, you will lead the journey mapping, design and options analysis and operating model as well as the operational policy and process engineering for new systems and processes to pilot the new function.  A key focus of the role early on will be establishing the project team supporting you to deliver, in addition to a pilot in 2020, which will include onboarding and training pilot users.

To be successful you will possess previous experience in customer centered service design and implementation of an operational function. You will be a creative thought leader, and also have strong project management skills and the ability to think things through in a systematic and logical manner. You have stakeholder and change management experience and leadership skills and appreciate the political acumen required when providing advice to Ministers and other senior executives.
